Abstract

On 1 July 2013, the National Disability Insurance Scheme ('NDIS') commenced operation. For persons with disabilities and their carers and representatives, the NDIS is the culmination of a long hard-fought campaign. However, from a policy development perspective, it has had a relatively short gestation; only formally coming on to the Commonwealth Labor government's policy agenda in the late 2000s.
