Abstract
Although this paper was read before the Graduates' Section of the Institution of Mechanical Engineers in London on January 23, 1943, it was not immediately published. It is now reprinted from the Proceedings of The Institution of Mechanical Engineers, 1944, Volume 151, Number 1. Engineer Vice‐Admiral Sir George Preece, R. N., the author of this article, was formerly Engineer‐in‐Chief of the British Fleet. Admiral Preece is currently a Vice‐President of the Institution of Mechanical Engineers.
