Abstract

This chapter provides analysis of the strategic context facing Vietnam which is dominated by growing competition between China and the United States and the jurisdictional dispute in the South China Sea. The chapter shows how the country’s foreign policy objectives shape its naval plans and analyses the political, social, and economic factors which determine how those plans are implemented.
