Abstract
In the context of the overall strategic and political transformations of these past years the roles of NATO and that of NATO's Science Programme have changed. Computer Networking has been identified as one of the Priority Areas for NATO's outreach activities. In the line of the Budapest NATO Workshop (October 1993), a second policy oriented workshop was organized in the Moscow region on September 29 – October 1, 1994.
