HV^^^^^^H he administration's proposal for a ^m ^^H ^M national service program appears to W ^^H ■ be gaining widespread support in | ^^H 1 Congress and the public. In theory, ^^H President Clinton's program would ^^H enable community service to be pro^^H vided primarily by future, current, or ^^H former students in post-secondary ^^H education who need financial support ■J^L in order to attend college.
