Abstract

The problem and the solution. As a transitioning society in the developing world, Morocco has made significant progress in improving human development and social conditions and has recently introduced a number of reforms that are intended to promote human rights and economic development. The national human resource development strategy has a large role to play in the success of these initiatives. Human resource development professionals and policy makers must implement and build on the current reform initiatives to overcome barriers between institutions, ineffective and corrupt business practices, disillusion among the disenfranchised, and the loss of strategic human capital to other countries.
