Abstract
The National Defense University (NDU) Address, the benchmark of Barack Obama’s counterterrorism policy, emphasized partnerships with other countries in sharing intelligence and capture of terrorists; targeted killing and drones against al-Qaida; and strong codified oversight and accountability for the use of drones. Despite the White House providing a more transparent version of policy on the use of lethal force, there was a total lack of oversight by the Congress. In the West Point Address, which preceded the rise of ISIL, the president specifically placed emphasis on terrorist targets in Yemen, Somalia, Mali, and North Africa.
