Abstract

A wide variety and range of information is needed to assess the health of Planet Earth. Laser systems in a polar orbit can gather needed information globally. This can be utilized as a basis for reasoned policy decisions. There are several types of laser measurement techniques. Different measurement techniques require different types of lasers. The parameters that can be measured, their economic impact, and the laser development required for these lasers are presented.
