Abstract

Recently, the need for lookout support for seaman is now increasing. One of the useful ways to support the lookout operations is to transmit the outside images to the control center. However, the communication in the sea is still insufficient Internet bandwidth. In video coding processing, a pre-filter is often used for improving both coding efficiency and subjective image quality in low bitrate video coding. Especially, pre-filter to edge information can keep the visual impression to be clear. However, to apply these filters for the image frame entirely is inefficient in coding, because the edge information has high-frequency component. Therefore, to apply these filters for only ship's region is effective. So, in this research, a technique that transmits outboard image by using information of ship's position is proposed. The acquisition ship by RADAR/ARPA contributes to estimating the ship in the outboard image. This method is applied to an outside image, and the quality of image and its processing time is considered. By using that implementation, subjective evaluation is performed, and the effectiveness for improvement of visibility is confirmed.
