Abstract
Several methods for wave height measurments are considered and equations of wave height calculation are introduced. The stretched width of receiving pulses from strong echo area are depending on the wave heights. Shadow length of sea wave echoes depends on wave height. The wave height measuring mechanism is explained through Bragg's law, applying the relation between radio wave and sea wave. Sea clutter mechanisms are considered. Clutters are convolution of pulse packet and reflectivity of sea surface. So the convolution obscures fine features of phenomena. The wind velocity, wave velocity and wave steepness incease the sea clutters. Signal processing between them reveals the wave height as shown in another paper.
