Abstract
Once the storm surge disaster occurs in the area of land below sea level, it will be inundated seriously. At that time it is difficult for the residents to stay there. Therefore, the residents in such the area should evacuate to the heights. In this study, the intention of evacuation against the storm surge disaster of the residents was examined. As the result, two main problems were clarified. One is many residents don't understand that it's hard to evacuate because of the strong wind, and the other is that they are going to evacuate to the shelters in their living area even though they are on the lowland. On the basis of these results, we developed the tool for the education of disaster prevention against storm surge disaster and the education was carried out with it. Then, the effect of the education was examined.
