It is drawn from a paper prepared on the subject by the National Office of Overseas Skills Recogni t ion (NOOSR). NOOSR was es tab l i shed by the D e p a r t m e n t of Employment and Education in 1989 to work with Australian states and territories and professional bodies to improve recognition procedures in Australia for professionals qualified overseas.
