Abstract

This essay examines the effect federal and state policies have had on the size and growth of municipal work forces. The response of municipal govemments to federal and state influences is studied with specific attention to municipal strategies to balance the number of public employees and their wage rates. As suggested by Heclo, federal aid has had a significant effect on stimulating the growth of municipal public employment. Municipal governments have attempted to resist the expansionary effects of federal aid transfers. The findings of this study, however, indicate that municipal aid recipients have been unsuccessful at avoiding the distorting effects of federal aid policies.
