Abstract

This paper serves as a guide for the Municipal Public Accounts Committees (MPACs) in the Limpopo Province. Its purpose is to guide the municipalities to establish effective and functional MPACs. It provides the need to establish MPACs in South Africa and challenges encountered. The processes followed to conduct MPACs public hearing and reporting were fully explained, and lastly there is a practical exercise on how to draft questions, resolutions, and tracking the implementation of resolutions. The purpose of writing this guide is to promote effective, efficient and economically (EEEs) sound systems for financial control and management in the municipalities. It is believed that the application of the guide will assist the MPACs in executing their mandate.
