Abstract

The need for a place to live has always been a pressing problem for society. Several municipalities in Latvia are building new rental houses to provide their residents with a place to live. However, not all residents have the opportunity to apply for a municipal apartment for rent it. The problems also affect the municipalities themselves, which often end up in the role of hostages in the fight with tenants who do not pay rent, as well as when concluding rental agreements in order to fulfil the requirements of the law.
