Abstract

Functions performed by governments vary widely from state to state and city to city. There truly is no exclusive function, except law making. And today, after the Watergate disclosures, even that assumption is under attack as being erroneous. Local governmental functions are determined by state law, policies of the governing body, or by public referenda. What is a governmentally provided service, and what is performed by the private sector, varies widely from city to city. There is no real rationale as to what factors combine to make these local determinations. But, over a quarter decade, this author has devised a general axiom which may explain most local decisions:
