Abstract
Local governments have only recently been installed in Poland. From the outset they were confronted with a multitude of new tasks and responsibilities. One of these is environmental protection. Often municipalities have not had ‘hands-on’ experience in drafting environmental policy plans specifically geared towards local problems. To use the available resources most efficiently a comprehensive environmental policy offers perspectives. In the Upper Silesian city of Bytom the local authorities used an environmental master plan to set out the general aims and targets for environmental protection. For the implementation of this environmental master plan an unique form of co-operation was initiated for the first time in Poland, i.e. a local covenant between the municipality and industries. In addition to the covenant, attention needs to be paid to co-operation with surrounding municipalities and regional authorities.
