Abstract

AbstractThe controversy around the making of the Mumbai Development Plan is not a result of one single event. It took place in various arenas, through events that unfolded over several years and presented various degrees of conflictuality. Each sub-event can be considered as a small controversy in itself, featuring various actors with different perspectives, attachments and interests. This chapter is an attempt to account for the various actors that engaged in the process of (un)making the Development Plan along the multiple public arenas they constituted. As a preliminary step for an in-depth analysis of the politics of planning revealed by this historical situation, we trace in this chapter the dynamics of the controversy in time while mapping the actors and their spaces of interaction.KeywordsDevelopment planUrban planningMapping controversiesPublic problemsCivil societySlumsPrint mediaActor networksMumbai
