Abstract
Numbers, names and addresses are an essential element for the functioning of any electronic communications network. This chapter takes the recent creation of the country code Top Level Domain (ccTLD) .eu as a starting point for an analysis of the complex interaction between the European Union, governments and private actors in the field of internet governance. It shows how the European Union created the .eu ccTLD and how internet corporation for assigned names and numbers (ICANN) influenced this process. The chapter focuses on the role and legitimacy of ICANN as a major actor in internet governance. It attempts to explain why states chose an international regulatory regime anchored within domestic private law and not within public international law.
