Abstract

To face the multiple health crises, hospitals put much attention on the evaluation of the performance of pharmaceutical logistics in order to detect the causes of malfunctions. when controlling and optimizing flows, the pharmaceutical logistics performance presents a strategic resource that helps hospitals reach the best quality, flexibility, reactivity and reduction of costs while assuring security and health care. Indeed, Pharmaceutical performance is multi criteria activity. Tt is no longer expressed in terms of cost but also in terms of innovation, product quality, quality of service, shortening of lead-times, flexibility and responsiveness. Nonetheless, going through the literature, we note the non-existence of any model integrating the different dimensions of pharmaceutical performance, given those in charge are content to base themselves on purely financial elements such I. as expenditure control or on elements that are turned towards clinical efficacy as well as on indicators which are part of a control and a posteriori verification logic. Consequently, how can we assess the performance of the Pharmaceutical logistics taking into account its several criteria? In order to respond to this purely judicious problem, it is appropriate to propose a new methodology for evaluation and develop a model based on the identification of action levers to anticipate the causes and improve the performance of pharmaceutical logistics. this research work emphasizes the specificities of pharmaceutical logistics and applies a performance evaluation approach to pharmaceutical logistics. So, this model integrates both an operational aspect and a strategic one. It is a management tool in the definition of priorities and in ensuring the performance of pharmaceutical logistics. It identifies the interactions between the actors and the actions. It also anticipates the possible dysfunctions of the pharmaceutical supply-chain which could be improved. That's why; we opted for a model that is based on a set of interrelated steps, System demarcation, System representation, Prioritization of the process, Identification and operationalization of indicators, setting of preferences and Identification of improvement levers. The validation of our model will be carried out by a case study in the pharmacy of Sahloul University hospital center. Therefore, by having these results, it clearly appears that pharmaceutical logistics is neither flexible nor reactive and presents sources of non-performance at the level of intangible capital.
