Prioritisation is one of the foremost concerns for any business professionals and individuals as it helps them to achieve better results in production management, and quality and assurance sites. In the past, various methods were proposed such as MoSCoW, business value based, technology risk based, Kano model, agile methods, walking skeleton and validated learning which suffered in addressing the problem of stakeholder conflict (SC). In this paper, we have proposed a framework model for e-service development using multi-voting and binary search tree to prioritise requirements with systematic probability sample selection of stakeholders. Relative weighting method was adopted to perform prioritisation in iteration process which helps the stakeholders to maximise their returns of investment (ROI).
