Abstract
This study evaluated the actions of black women from the east side of São Paulo and their influences in the formulation of the public policy Neonatal screening for sickle cell anemia in São Paulo. To this end, an evaluative research was carried out in the light of the Donabedian framework. The collection was carried out in the documentary collection of the Afro-Brazilian Association Ogban and the Sickle Cell Anemia Association of the State of São Paulo, located in São Paulo, between 1994 and 2001. For data analysis, thematic analysis was chosen. 98 documents were found, discarding duplicates, undated and illegible, leaving 58. Of these, 21 were selected. The documents were classified by number and date of the events and the main information was extracted. The analyzed documents showed that the social entrepreneurship of NGOs, in partnership with the government, produced a process and result with the inclusion of sickle cell anemia in neonatal screening through Ordinance GM/MS 822/2001.

Summary
Trata-se de um estudo de caso à luz do referencial de avaliação de Donabedian (1993), a partir de dados contidos no acervo documental das Associações Afro-Brasileira Ogban e Associação de Anemia Falciforme do Estado de São Paulo (AAFESP), localizadas na cidade de São Paulo. Optou-se pela temática como proposto por Minayo (2006). Na pré-análise, a seleção e ordenação dos documentos foram realizadas baseadas na documentação do acervo das Associações: Ogban e AAFESP, no período entre 1994 e 2001. Foram selecionados 98 documentos referentes ao tempo e ao período. Foram selecionados para o estudo 21 documentos, devido o conteúdo apresentar relação de parceria com o poder público. Os documentos foram classificados por número e data dos eventos e extraída a informação principal (Quadro 1) para recuperar a memória do período, entre 1994 e 2001. Extraíram-se as informações principais que foram organizadas em uma linha do tempo (Figura 1)
