Abstract

RESUMO Apesar de ter uma posição estratégica nas políticas internacionais em energias renováveis, especialmente quanto aos biocombustíveis, o Brasil encarou desafios na política de bioenergia desde a crise do etanol. Este artigo examina as mudanças na política externa brasileira para energias renováveis nos governos de Dilma Rousseff, Michel Temer e Jair Bolsonaro, com foco na bioenergia, examinando as alterações na estrutura organizacional do Itamaraty e as iniciativas internacionais para bioenergia. Foi realizada uma análise de atos internacionais assinados pelo Brasil entre 2011 e 2022, que atesta o declínio da significância da bioenergia na PEB. Porém, o objetivo dos acordos em promover a cooperação e estimular o comércio em biocombustíveis, bem como o lançamento da Plataforma para o Biofuturo liderado pelo Itamaraty em 2016, indicam um esforço pela retomada da promoção internacional da bioenergia. Por fim, será necessário um compromisso consistente para reverter a perda de relevância do tema nos últimos anos. Palavras-chave: Política externa brasileira, Bioenergia, Itamaraty. ABSTRACT Despite having a strategic position in international renewable energy policies, especially regarding biofuels, Brazil has faced crucial challenges in bioenergy policy since the ethanol crisis. This article examines the changes in Brazilian foreign policy for renewable energy in the governments of Dilma Rousseff, Michel Temer, and Jair Bolsonaro, with a focus on bioenergy, examining changes in the organizational structure of Itamaraty and international initiatives for bioenergy. An analysis of international agreements signed by Brazil between 2011 and 2022 was carried out, which attests to the decline in the significance of bioenergy in PEB. However, the objective of the agreements to promote cooperation and stimulate trade in biofuels, as well as the launch of the Platform for the Biofuture led by Itamaraty in 2016, indicate an effort to resume the international promotion of bioenergy. Finally, a consistent commitment will be necessary to reverse the theme's loss of relevance in recent years. Keywords: Brazilian Foreign Policy, Bioenergy, Itamaraty.
