Abstract
In the negotiation on trade in services held at that WTO, the response by the United States to the request concerning Mode 4 will become an important issue. This article examines whether and how the United States could respond to the request through analysis of the current situation of the commitments of the United States and a immigrration control system for the acceptance of foreigners.
