Abstract

Paul Johnston's review of the promise of public-sector unionism (MR, September 1978) is a thoughtful effort to develop a labor strategy more suited to the specific position of public ernployees in relation to the economy, the state, and the people. Johnston's article is in the nature of a "survey" of the public labor movement and raises literally scores of issues concerning the condition and direction for public-sector unionism. This response is, however, directed toward one central theme in the proposed labor strategy: the abandonment of the strike as a central tactical weapon. This article can also be found at the Monthly Review website, where most recent articles are published in full.Click here to purchase a PDF version of this article at the Monthly Review website.
