Abstract
Options for education provision to minority groups in South AfricaThis article focuses on the educational rights o f minority groups. International trends in terms of the rights of minority groups have been identified regarding the right of unique educational provision, educational control and own education institutions. From an international perspective it can be deduced that South African minority groups can demand, without being discriminatory, the provision of own education which is to the advantage of the particular minority group as well as to the community at large. Minority groups can also request substantial involvement in educational control, which implies a system of decentralized educational control. These groups can also insist on own education institutions. It is indicated that if minority groups are not provided with the above-mentioned rights they can rightfully complain of unfair discrimination.

’n Groot aantal referate, colloqia en werkswinkels wat by die 1997-kongres van die American Education Research Association aangebied is, het oor die een of ander aspek gehandel wat direk en/of indirek verband hou met onderwys voorsiening aan minderheidsgroepe. M oontllkhede vir onderwysvoorsiening aan m inderheidsgroepe In Suld-Afrlka groepe, in die meeste van die gevalle, nie vanself in die minderheidsgroepe se regte ten opsigte van onderwysvoorsiening voorsien nie (De Witte, 1993:179). In die intemasionale arena bestaan die oorwoë mening ook dat die waardigheid van lede van minderheidsgroepe nie voldoende deur die individuele regte beskerm word nie maar wel deur ’n kombinasie van individuele en minderheidsgroepregte (Donnely, 1993:136). Na die konstitusionele oorgang in Suid-Afrika gedurende 1994 is die Grondwet van 1996 die riglyn vir alle samelewingsgebeure, waar onder ook onderwys voorsiening. Soos dit in die intemasionale gemeenskap die geval is, begin lede van minderheidsgroepe in Suid-Afrika reeds aanvoel dat hul regte nie genoegsaam deur individuele regte beskerm word nie. Daar sal ook aangetoon watter opsies daar vir Suid-Afrikaanse minderheidsgroepe bestaan deur na enkele kardinale areas in onderwys voorsiening te verwys. Die areas waama verwys sal word, is die beheer oor die onderwys, die voorsiening van onderwysinrigtings, die aard van die onderwysprogramme en die taal van onderrig
