Abstract

In order to deliver responsive service today organisations need to be flexible, adaptable and internally cohesive. To keep up with increased community expectations, organisations need to foster a culture that expects continuous change, embraces innovation and takes opportunities to build internal capacity. At Moonee Valley Library and Learning an increased focus on community learning programmes has occurred in parallel with an ongoing review of internal work practices and processes. This paper suggests that a supportive and inclusive community learning service is best delivered by a diversity of staff who share a positive perspective on lifelong learning. Using the radio frequency identification (RFID) implementation project as an example, it describes how Moonee Valley Library and Learning supported staff through major change by providing training opportunities and inviting staff involvement in the planning and change implementation process. The relationship between an internal culture that embraces change and the capacity of an organisation to continue delivering high quality services that respond to changing community needs is discussed.
