Abstract

Whatever the period considered, the amounts paid out in Active Solidarity Income follow a much steeper evolution than the number of recipients of this benefit. The apparent disconnect between these two trends is a regular subject of questions and calls for explanation by the Departemental government bodies in charge of funding this provision, and by the Family Allowance Funds, which manage it. Using a precise method, the two trends can be shown to be convergent, by controlling for two main factors : changes in the Active Solidarity Income scale, and reforms of the tax system. These have different effects on the evolution in the amounts paid out in Active Solidarity Income and on the one in the number of corresponding recipients.
