Abstract

Thoreau once wrote, “In the long run, men hit only what they aim at.” I think that idea is central to a discussion about reaching the potential of anything; one must have a clear idea of where one is going in order to arrive at the right place. This article presents a realistic growth target, and then discusses how Central European nations and the CIS will be able to “hit” it. Specifically, it focuses on the capital requirements necessary to aim at the target, and offers a few ideas on how those requirements might be met.
