Abstract

Actual current problems of regulating the protection of water bodies in Russia are presented: imperfect water quality standards associated with the use of MPCs, regulatory and methodological documents (standards for allowable discharges), gaps in the system of hydrochemical monitoring of water bodies, imperfect economic mechanism of water use, lack of incentives for business entities, not taking into account the sources of diffuse pollution and the group of the most important pollutants - xenobiotics. An additional factor is the lack of preparation of regulatory and procedural documents to ensure the transition to a regulatory system based on BAT.
