Abstract

This research was conducted to identify elements of organizational learning related to municipal competitiveness; presents the conceptual foundations and empirical research results in the municipalities in the region Toluca, State of Mexico It is a mixed exploratory study through a survey, obtained correlation coefficients to contrast the assumptions of scholars about these issues with the results of field research. The main result is a model that includes six factors of organizational learning arises: environment; experience; innovation; information and communication technologies; information and knowledge. The findings highlight that despite the model presented is applicable in any field, in the municipal actions and strategies to put into practice involving municipal authorities, civil servants, businessmen and the general public are needed.
