Abstract

Costs for physical plants constitute on an average about 10% of the expenditures for public education. Despite the large financial resources committed to school facilities, schools often are unused during significant portions of the school year. Concerns over rising costs of public services have prompted school officials to give serious consideration to increased utilization of their physical facilities. In the study reported here a cost model of facility usuage was constructed to assess the financial impact of alternative facility usage policies. Results of the study indicate that the financial benefits that accrue from increased facility utilization would likely be more than offset by increased costs. Reasons for this are discussed.
