Abstract


 Covid 19 that hit Indonesia in 2020 has created quite a big problem in the lives of Indonesian people. Large-scale social restrictions have created new problems in the economic life of society. This problem also has an impact on the service and management of Hajj and Umrah in Indonesia. The main problem faced by Hajj and Umrah service managers is that there is no departure and implementation of Hajj and Umrah rituals due to the corona virus (covid 19). To see this problem by prioritizing priority scales in making policies on the implementation of Hajj and Umrah, a research related to Hajj and Umrah with a qualitative methodology of the ANP approach is needed. The results of the study show that Internal Processes are things that must be completed more importantly with a value of 0.35, while the strategy that must be taken is Strengthening the Hajj and Umrah Travel Institutions which is a strategy that must be prioritized with a value of 0.38 followed by the second strategy, namely Management Hajj and Umrah are right on target with a value of 0.33
