Abstract

This study discusses the modalities possessed by global civil society actor at the local level, with a study on Earth Hour Malang (EHM). The EHM modality which is the focus of research is adopted from the theory of resource mobilization in the study of new social movements. This study uses a qualitative-descriptive approach. Sources of data come from primary data and secondary data. Primary data were collected from publications on EHM's social media and through interviews. The results showed that there are five important modalities owned by EHM, namely organizational modality, leader and leadership modality, resource and resource mobilization modality, network and participation modality, and opportunity and community capacity modality.
