Abstract
The COVID-19 crisis will play a significant role in leadership perception, and in its aftermath, leadership will face a plethora of challenges across a variety of sectors. The research reported on investigated administrative leadership as articulated in the South African National Development Plan. The National Development Plan is the enunciation of the modus operandi for securing the future of South Africa as charted in the Constitution and in accordance with the sustainable development goals. Thematic content analysis on the mentioned promulgated document was utilised, which can be deemed a qualitative analytical method aimed at identifying, analysing and reporting themes relating to the topic under investigation using Atlas. TI software. Results revealed that administrative leadership is expected to perform wide-ranging purposes. There are prerequisites for administrative leadership, with defined focus areas and scope, including an emphasis on the sustainable development goals. Similarly, a plethora of administrative leadership characteristics were identified. The findings of this study serve to add to the corpus of knowledge related to administrative leadership theory. The practical significance could be found in the utilisation thereof as a criterion-based guideline against which administrative leadership activities could be substantiated and mobilised towards the achievement of the sustainable development goals.
