Abstract

Road traffic is a major source of air pollution in the Netherlands, producing - in 1987 - 780,000 tons of CO (=70%), 190,000 tons of HC (=45%) and 285,000 ton of N0 X (- 552). The Dutch environmental policy towards road traffic is set up in a 3-step approach (regarding air pollution and noise): 1) Source control through vehicle emission standards; 2) Reducing motor vehicle use (“automobility”); 3) Traffic measures to control air quality in urban areas. The paper describes the different measures under these 3 tracks and the Dutch position within the EC negotiations, aimed at establishing stricter emission standards. Special attention is given to the development of a coordinated approach for the reduction of car use and the promotion of public transport and bicycle use. Priority is given to the following strategies: 1. The Netherlands will do everything in its power to ensure that the EC adopts the strictest possible emission standards for trucks and passenger cars based on the maximum exploitation of current technology. 2. At the end of 1988 an evaluation of progress to date will be carried out, and if necessary the position with regard to the EC will be reconsidered in consultation with like-minded Member States. 3. If the reduction targets for NOx (33%) and for HC (50%) are to be tightened up and the proportion of emissions accounted for by traffic reduced, the use of motor vehicles or at least the increase in it will have to be reduced significantly. 4. A road-pricing system will be adopted, this may become effective only after 1995. Subsequent to consultations with Parliament, further measures designed to limit the use of passenger cars will be drawn up in close cooperation between the Traffic and Environment departments. 5. In order to meet ambient air quality standards urban traffic will be subject to structural change, including a reduction in car use. This may likewise reduce acidification and ozone formation.
