Abstract

This paper identifies gaps in the Cooperative ITS Credential Management System (CCMS) in the European Telecommunication Standard Institute (ETSI) Intelligent Transport System (ITS) standard and proposes a solution to address them. Under the current specification, misbehaviour reporting is ineffective, especially in cross-border scenarios involving vehicles from different countries. This is the primary concern in Europe as these scenarios occur daily. Leaving these gaps open will result in practical issues when ITS systems are widely deployed across EU countries. Our solution effectively resolves these gaps while keeping the impact on the CCMS architecture at minimum. We propose that our solution is adopted in the ETSI ITS specifications.
