Abstract
The issue of minimum housing in Mexico is a subject that is always pending in terms of both national and local public policy, since it poses complex challenges in accordance with the mul- tiple problems and inherent phenomena with the definition of the minimum habitable space, and with the current conditions of overcrowding, vio- lence, cost overruns, lack of equipment and basic urban services, that social housing projects car- ried out in recent decades have left on national territory, with serious problems that have caused their gradual and apparent inevitable mass aban- donment, particularly those located in the periurban fringes furthest from the large metropol- itan areas. It is in this context that this article aims to provide theoretical and conceptual elements that allow a critical approach to the housing problem in Mexico, in particular the so-called minimum housing, for which in the first instance the con- cept is revised over time, to contextualize in a general way some of the main exemplary cases carried out with the influence of the Russian socialist housing and of the Modern Movement itself.

It is in this context that this article aims to provide theoretical and conceptual elements that allow a critical approach to the housing problem in Mexico, in particular the so-called minimum housing, for which in the first instance the concept is revised over time, to contextualize in a general way some of the main exemplary cases carried out with the influence of the Russian socialist housing and of the Modern Movement itself, highlighting the singular projects for their nationalist vision, to later analyze two of the main normative instruments in force in Mexico: Housing Building Code prepared by conavi (2018) and the Housing Regulations and Provisions of infonavit (2006)
Por lo que es de esperarse que en un futuro próximo haya una nueva publicación de disposiciones del instituto, con los ajustes normativos presentados en el cev que fueron elaborados en año 2017, y su publicación se realizó a finales de abril del 2018
Se hace indispensable replantear los parámetros de la vivienda mínima desde la normatividad, para cumplir con requerimientos espaciales salubres, considerando desde el comienzo las dimensiones “reales” del mobiliario estándar, en donde los espacios sean flexibles desde su concepción, de forma que garanticen el correcto desarrollo de los individuos y que prevengan el hacinamiento
Summary
Se revisa el concepto a través del tiempo para contextualizar de forma general algunos de las principales casos ejemplares realizados con influencia de la vivienda socialista rusa y del propio movimiento moderno, destacando los proyectos singulares por su visión nacionalista, para posteriormente, analizar dos de los principales instrumentos normativos vigentes en México: el Código de Edificación de Vivienda (cev) elaborado por la conavi (2018) y las Disposiciones y Reglamentos de Vivienda del infonavit (2006). Para cerrar con algunas ideas y propuestas de mejora de estos instrumento regulatorios establecidos como referentes de los requerimientos y dimensiones mínimas con las que se edifican en la actualidad los nuevos desarrollos habitacionales dirigidos a sectores de bajos ingresos.
