Abstract
The minimum energy state under the constraint of the total toroidal angular momentum is examined. The result is applied to actual tokamak plasmas with an internal transport barrier (ITB). The study shows that tokamak plasmas with ITB are in the minimum energy state under the constraint of the total toroidal angular momentum and that they are likely to be self-organized.
