Abstract
This article examines the origins and development of the military regimes in Indonesia and Thailand in order to explain the differences in social justice attained. It finds that these differences can be explained with reference to the different pattern of elite participation in each regime, and to their contrasting ideologies of internal security. The Thai regime is more capable and motivated to pursue social welfare than is the Indonesian regime. Selected evidence on recent changes in social welfare is presented for the two cases.
