Abstract

Abstract The Bush administration’s reaction to the 9/11 attacks combined law enforcement, administrative, and military strategies. As we discussed in the introduction, the law enforcement strategies mainly took advantage of the enhanced search, surveillance, and information-sharing provisions of the USA PATRIOT Act, as well as earlier laws against material support, conspiracy, and terrorism. Federal authorities have arrested, tried, and convicted a number of people involved in terrorist activities on American soil. The administrative strategies have focused on immigration control; numerous aliens were detained and deported in the wake of the September 11 attacks, and since then standards for permitting entrance into the United States have been tightened. The military strategies have raised the most far-reaching and challenging issues, and they are the subject of this chapter.
