Abstract
When students study English for 13 years and still cannot master all the nuances of the language, why do we assume they can master a for eign language in two years? The recent concern of business leaders about our nation's lack of ability to produce fluent users of languages other than English has spurred many school systems across the nation to seriously consider implementing elementary and middle level for eign language programs.
