Abstract

The microwave spectrum of phenyl cyanate was observed in the frequency ranges 15-18 and 30-40 GHz. Rotational constants were obtained for the ground and first eight excited states of the torsional vibration of the cyanate group with respect to the phenyl ring. The values of the inertia defect indicate the planar equilibrium conformation of phenyl cyanate. The torsional frequency was 42 cm −1 estimated from the inertia defects. The torsional motion of the OCN group in this molecule is discussed.
