Abstract
[ID] Keberadaan Terminal Bandar Laksamana Indragiri belum berfungsi secara efektif yang disebabkan oleh rendahnya pemanfaatan terminal oleh masyarakat. Aktivitas operasional yang terjadi di terminal juga mengakibatkan kondisi fasilitas mengalami kerusakan dan tidak terawat, sehingga menimbulkan kerugian bagi pemerintah daerah mengingat besarnya biaya yang diperuntukkan dalam pembangunan terminal. Untuk mengidentifikasi faktor-faktor yang berpengaruh terhadap efektivitas fungsi Terminal Bandar Laksamana Indragiri digunakan metode Analytical Hierarchy Process (AHP). Subjek penelitian adalah expert yang terlibat langsung atau mempunyai kemampuan dan mengerti permasalahan terkait pemanfaatan terminal dan dalam penentuan faktor-faktor yang mempengaruhi efektivitas penggunaan Terminal Bandar Laksamana Indragiri Kota Tembilahan. Berdasarkan hasil analisis yang dilakukan, diperoleh faktor-faktor yang mempengaruhi efektivitas penggunaan Terminal Bandar Laksamana Indragiri sebagai berikut : Kriteria Aksesibilitas 38,7%, Fasilitas dan Manajemen Terminal 21,1%, Tingkat Pelayanan Jalan 19,2%, Kenyamanan Terminal 12,3%, dan Keamanan Terminal 8,8%.

Operational activities also result in the facility being damaged and not maintained, resulting in losses for the local government, considering the large number of costs earmarked for the terminal's construction. To identify the influence factors of the effectiveness of the Bandar Laksamana Indragiri Terminal function, used Analytical Hierarchy Process (AHP) method. The research subjects are experts who are directly involved or have the ability and understand problems related to the use of the terminal and in determining the factors that influence the effectiveness of using the Bandar Laksamana Indragiri Terminal, Tembilahan City. Based on the results of the analysis carried out, the factors that influence the effectiveness of the use of Bandar Laksamana Indragiri Terminal obtained as follows: Accessibility Criteria 38.7%, Terminal Facilities and Management 21.1%, Road Service Level 19.2%, Terminal Convenience 12.3 %, and Terminal Security 8.8%.
