Abstract

This chapter presents the needs for, and purposes of, literacy program evaluations. Programs may have choices of performing an internal evaluation or hiring an external evaluator, and programmatic and practical considerations for both of those choices are discussed. An overview of formative and summative evaluation methods is given, followed by descriptions of four evaluation models: Kirkpatrick model, outcome-based evaluation model, CIPP model, and logic model. Each model description also includes examples of how it could be used within a literacy program evaluation framework. This chapter is written for practitioners who are making decisions about program evaluations during grant proposal writing or program planning, or who want information to begin evaluation processes within their operating literacy programs.
