Abstract

It was noted at the Twenty-fifth Congress of the Communist Party of the Soviet Union that the enhancement of the effectiveness of social production (one of the most important directions of realization of the party's economic strategy) depends in large measure on the resolution of the problem of the regional utilization of natural resources. This is because the natural environment is the source of vast but not limitless reserves of mineral raw materials and organic fuel. Therefore they must be used purposefully and thriftily. Moreover, the state of the natural environment determines the health and level of material well-being of both present and future generations.
