Abstract

The article highlights the questions of methodological and organizational anl legal bases of formation and functioning of the system of state management of national security of Ukraine. The legal acts regulating the issues of state administration of national security of Ukraine, its state and ways of improvement are analyzed. The key areas of improvement of national security management are considered through the prism of the following crucial approaches: organizational and legal; process; systemic; situational. These approaches` background are put together into the art and science of management. Problems of government in the context of information and hybrid wars are analyzed from the standpoints of legal and administrative science, which are not sufficiently developed and covered today, in this connection, Ukraine pays a very high price for miscalculations and lack of state management and HR policy in the period of independent state formation. Moreover, the modern hybrid and information war has reached a new, higher level, and now it constitutes a real danger to the whole national security and territorial integrity of Ukraine. That needs adequate adjustments to the national security management system, which is emphasized in the article.The methodology for assessing the state of national security management, which should provide the necessary level of protection of the indigenous interests of the individual and the citizen, society and the sovereign state as a whole from the obvious and potential internal and external threats, their timely detection, prevention and neutralization, which guarantees a stable and multifaceted progress, permanent development of the society.
