Abstract

Often the renovation of buildings like replacement of plant and building elements or refurbishments are not planned in a timely way, and they are realised too late. As a result, budget planning over several years is very difficult. In addition, facilities will eventually reach a condition where they cannot meet the usage requirements any longer. Because of this the facilities can no more be used as required and they have to be brought back into an acceptable condition at very high cost. The goal of this study was to develop a new methodology that allows the medium-term planning of renovation projects including the financial budgeting for the next few years. The new methodology proposes a break down of a building into single elements, which are inspected only if needed. This innovative idea leads to a smaller effort for condition surveys especially in large infrastructure complexes. The point in time for the necessity of an inspection is calculated from the aging process of the element. With the gathered information from only 2 or 3 inspections over the live span of an element, the ideal point in time for its overhaul or replacement can be calculated. As a result, precise renovation project planning and budgeting with low effort for inspections becomes possible.
