Abstract

The complicated current state of the Ukrainian Healthcare System, the need to integrate it into the world market of medical services in accordance with international technologies, norms, requirements and standards, the industry’s transition to the project-portfolio-program management, and application of the value-oriented approach all require the development and implementation of new, high-quality mathematical and methodological tools for analysis and management of the development of project-oriented medical institutions (POMI). Integrated strategic management of the POMI sustainable development in the present-day conditions is a complex, multi-vector and multi-factor problem that requires constant analytical processing of a substantial amount of poorly structured data for operation of all objects of strategic management of POMI. The paper proposes a C4P method (projects – project – portfolios – programs – processes – strategy) for the strategic management of the POMI sustainable development. It requires an effective integrated analytical model that will allow for the use of all parameters of projects and management processes of the project-oriented medical institution with a focus on long-term sustainable development and effective functioning of a POMI. At the same time, it should ensure the value for the main stakeholders of POMIs, such as shareholders (owners), consumers of medical services (patients and society as an integrated consumer), medical and auxiliary staff of the POMI. The author has developed and proposed the OLAP modeling method using the formal conceptual analysis of indicators and measurements applied to the subject matter of the indicators of a POMI. It will promote effective management decisions and offer strategic goals of the POMI development based on the current state and expectations of the main stakeholders. The method also helps analyze whether the already approved (preliminary) strategic objectives are to be achieved and whether the POMI stakeholders’ expectations are to be satisfied based on the results of the current project activity.
