Abstract

The performance of agricultural enterprises depends on the volume, quality, and structure of the resource and production potential. Lack of resources, physical and moral deterioration and inefficient use of resource and production potential has decreased the number of agricultural enterprises. It is necessary to study the issues of efficient use of production and resource potential. The purpose of the study is to suggest the method for assessing production and resource use efficiency. The study involves analysis of theoretical aspects of the resource and production potential described in the Russian and foreign works. The authors used a system structural approach to assess the impact of agricultural climatic conditions and social-economic factors on the efficient use of resources. The source materials are economic indicators of the annual accounting statements of agricultural enterprises according to the consolidated data of municipal agricultural regions (2,5-OKUD, 5-AIC; 8-AIC; 9-AIC; 13-AIC; 14-AIC) and field survey results for selected administrative centers and districts. The research algorithm includes the following stages: identification of system-forming factors based on climatic and economic conditions; grouping of municipal administrative districts by agricultural zones based on the model of adaptive-agrolandscape systems, assessment of efficiency of resource use and production using the method developed by Yu. V. Vasilenko but replacing the gross product with sales revenue and labor productivity per 1 annual average employee according to the market conditions of the systems. The approach can be used by the authorities to adjust programs of social and economic development of rural areas.
